Graham is a citizen of Fiji. He has significant experience working at high levels in Pacific nations and in Australia, including working with Permanent Secretaries, writing briefing notes and speeches for Ministers, preparing Cabinet Papers, advising national development committees and Regional Directors and preparing health sector consultancy papers for UN agencies. Graham has academically assisted many senior Pacific Islands Countries' health executives achieve master level qualifications in public health. He is currently the course coordinator of the Postgraduate Diploma of Health Leadership and Management at SINU, having commenced the programme in 2018.
